Biography
Armand Skapi was born on December 24, 1973 in Tirana.
In 1996, he graduated at the Faculty of Law, near the University of Tirana. In 1995, he completed an academic year in the field of Comparative International Law, at the Faculty of Law, near the University of Leiden, in Netherlands. In 2008, he completed his Master of Science in the field of Public Law, at the Faculty of Law, near the University of Tirana.
In July 2019, Mr. Skapi was appointed as the General Secretary of the Ministry for Europe and Foreign Affairs. He holds the diplomatic rank of Plenipotentiary Minister.
Since 1997, Mr. Skapi has worked uninterruptedly in the structures of the Foreign Service of Albania, in which he has covered important leading positions such as: Director of the United Nations Directorate, Director of the Press and Public Diplomacy Directorate, Director of the Middle East and Africa Directorate, Minister Adviser at the Embassy of the Republic of Albania in Rome, Chief of Cabinet, Ministry of Foreign Affairs and Director of the Directorate of International Law and Treaties.
At the international level, Mr. Skapi is a Member of the Permanent Court of Arbitration since 2016, and a member of the OSCE Court of Conciliation and Arbitration since 2013.
In the academic framework, Mr. Skapi has been engaged as an External Lecturer of the International Law in several universities.
He is also the author and co-author of several publications and articles in the field of International Law and Diplomacy. And he is fluent in English, Italian and French.
